Terms of Service

By downloading, installing, registering for, or using any part of the Service, you enter into a legally binding agreement with Cici effective as of the date of your first access. If you are accepting these Terms on behalf of a company or other legal entity, you represent that you have the authority to bind that entity, in which case references to “you” shall include that entity.

These Terms incorporate by reference our Privacy Policy, Community Guidelines, and any other policies or rules we publish within the Service. In any conflict between these Terms and a supplementary policy, these Terms shall prevail unless the supplementary policy expressly governs a specific subject matter.

These Terms are drafted in English, which shall be the controlling language. Any translation is provided for convenience only; in the event of inconsistency, the English version governs.

The Service is available exclusively to individuals who are 18 years of age or older. By creating an account, you represent and warrant that you satisfy this requirement. We reserve the right to immediately terminate any account where we have reasonable grounds to believe the account holder is under 18, without prior notice and without liability.

You agree to provide truthful, current, and complete information during registration, including your real date of birth. Providing a false date of birth or any other false registration information to circumvent our age restriction is a material breach of these Terms and grounds for immediate permanent account termination.

Each individual may maintain only one active Cici account. Creating additional accounts to evade bans, suspensions, or other enforcement actions is strictly prohibited and may result in permanent termination of all associated accounts.

You may register via Apple Sign-In or Google. By doing so, you authorize Cici to receive limited profile information from those providers as permitted by your consent settings. Your use of third-party sign-in is also subject to those providers' own terms and privacy policies.

The Service may not be available or fully functional in all jurisdictions due to legal or technical constraints. You are responsible for ensuring your use of the Service complies with the laws of your country of residence.

You are solely responsible for the confidentiality of your account credentials. You must not share your password or access tokens with any third party. Cici will never ask you for your password via any communication channel.

You must promptly notify us at service@cici.ink if you suspect any unauthorized use of your account. To the fullest extent permitted by law, Cici is not liable for losses arising from unauthorized use prior to your notification to us.

You are fully responsible for all activity occurring through your account, including all content posted, calls made, purchases completed, and interactions with other users, whether or not you personally initiated those actions.

Cici is a real-time video chat and social matching platform that provides:

• 1-on-1 live video calls between matched users via encrypted RTC technology
• An algorithmic matching system that pairs users in real time based on stated preferences and behavioral compatibility signals
• Social profile features including profile photos, interest tags, and personal bios
• In-app reporting, blocking, and safety tools to manage your experience
• Optional premium features and virtual currency for enhanced call experiences, accessible via in-app purchase

We strive to maintain continuous availability but do not guarantee uninterrupted access. The Service may be temporarily unavailable due to maintenance, infrastructure issues, or events beyond our control. We will endeavor to provide advance notice of planned downtime where operationally practicable.

Cici is continuously developed. We may add, modify, or discontinue features at any time. We will provide reasonable advance notice for changes that materially affect your use of the Service.

By initiating or accepting a video call on Cici, you consent to the real-time transmission of your camera feed and microphone audio to the matched user via our encrypted RTC infrastructure. You understand that the person on the other end of the call is another Cici user, and that while we operate safety systems, we cannot guarantee the behavior or identity representations of other users.

You are strictly prohibited from recording, capturing, or otherwise saving the video or audio of another user during a call without their explicit and informed prior consent. Unauthorized recording of call participants constitutes a serious violation of these Terms and may violate applicable wiretapping, privacy, and data protection laws. Violations will result in immediate permanent account termination and may be reported to law enforcement.

During video calls, you must comply with all applicable Community Standards (Section 8) and Prohibited Activities (Section 14). You may not display, perform, or transmit during a call any content that would be prohibited if posted as UGC, including nudity, sexual content, violence, or content that harasses or targets other users.

Cici collects session metadata (call timestamps, duration, connection quality, and report status) as described in our Privacy Policy. This metadata is used for technical diagnostics, safety enforcement, and aggregate analytics and is not shared externally in identifiable form.

Video call quality depends on the network conditions of both participants. Cici makes no warranty regarding call quality, latency, or continuity, and is not liable for degraded call experiences resulting from network conditions outside our infrastructure.

Cici's matching algorithm connects you with other online users based on your stated preferences, behavioral signals within the app, platform availability, and safety eligibility (users who have received enforcement actions may have their matching eligibility restricted). We make no guarantee that you will be matched within any specific timeframe or that any particular match will result in a successful connection.

While we continuously work to improve matching accuracy and safety, Cici cannot guarantee the identity, accuracy of representations, conduct, or intentions of other users you are matched with. You use the matching and video call features at your own discretion. We strongly encourage you to use the in-app reporting and blocking tools if you have a negative or unsafe experience.

You may skip or decline any match at any time, and may block any user to prevent future matches. Blocking and reporting signals are used to improve matching quality for all users. Abuse of reporting or blocking features (e.g., coordinated mass-reporting of specific users without legitimate basis) constitutes a violation of these Terms.

You are solely responsible for all content you upload or create within the Service, including profile images, video clips, and any other materials (“Your Content”). By submitting Your Content, you warrant that you own or have all necessary rights to it and that it does not infringe any third-party intellectual property, privacy, or other rights.

By posting Your Content, you grant Cici a non-exclusive, worldwide, royalty-free, sublicensable license to host, store, display, and distribute Your Content within the Service and in connection with marketing the Service, subject to your privacy settings. You retain ownership of all original content you create. This license persists for a commercially reasonable period following deletion to account for technical and legal requirements.

All UGC must comply with these Terms and our Community Guidelines. Profile images must accurately represent you and must not contain nudity, explicit content, third-party intellectual property used without permission, or content that impersonates another person. Violating content will be removed and may result in account enforcement action.

You may delete Your Content at any time. Deleted content is removed from public view within 48 hours, from production servers within 30 days, and from backup archives within 90 days. Content flagged for active safety review may be retained for the duration of that review.

Cici is a platform for genuine human connection. We require all users to treat every person they interact with on the platform with basic dignity and respect. Conduct that demeans, degrades, harasses, or threatens other users is incompatible with our community values and will not be tolerated.

You may not display, transmit, or upload sexually explicit or nude content in any context on the platform, including during video calls, in profile images, or in any UGC. Violations will result in immediate account suspension and may result in permanent termination without warning.

You may not use the Service to harass, stalk, bully, threaten, intimidate, or doxx (publish private information about) any individual. Coordinated harassment of other users is a severe violation and will result in immediate permanent termination and potential law enforcement referral.

Content or behavior that promotes hatred against or demeans individuals or groups based on race, ethnicity, national origin, religion, gender, sexual orientation, disability, or any other protected characteristic is strictly prohibited.

You may not misrepresent your identity, age, or any other material characteristic to other users. Impersonating any person, organization, or Cici staff member is prohibited. Using the platform to solicit money, personal information, or other resources from other users under false pretenses constitutes fraud and may be reported to law enforcement.

You may not use the Service to transmit spam, unsolicited commercial messages, or promotional materials to other users without their consent. This includes promoting third-party platforms, services, or social media accounts through repetitive or disruptive messaging during calls or through your profile.

Cici enforces an unconditional zero-tolerance policy toward any content, conduct, or behavior that constitutes, facilitates, promotes, or glorifies Child Sexual Abuse and Exploitation (CSAE) in any form. This prohibition is absolute and without exception. Given the live video nature of our platform, we treat this commitment with the highest level of urgency and operational priority. Prohibited conduct includes, without limitation: child sexual abuse material (CSAM) in any medium; grooming or solicitation of individuals under 18; any use of video call or matching features to make sexual, romantic, or exploitative contact with minors; sexual or exploitative content depicting or targeting persons under 18; and any facilitation of trafficking or exploitation of minors.

We deploy multiple layers of CSAE detection including automated hash-matching on UGC, AI-assisted behavioral pattern analysis on session signals, and dedicated human safety reviewers. Upon confirmed detection or credible report, we take all of the following actions without exception and without delay: immediate permanent removal of all associated content; permanent termination of the responsible account and all associated identifiers including device IDs and IP addresses; mandatory reporting to the National Center for Missing and Exploited Children (NCMEC) CyberTipline and all legally required national authorities; and full, proactive cooperation with all resulting law enforcement investigations, including preservation and production of all relevant records as required by law. There are no appeals or exceptions for CSAE-related account terminations.

Every Cici user shares responsibility for platform safety. If you encounter any content or behavior during a video call, in a user profile, or anywhere on the Service that you suspect constitutes CSAE, you are obligated to report it immediately using the in-app reporting function on the relevant profile or call screen, or by emailing service@cici.ink with the subject line “CSAE Report.” These reports receive our absolute highest-priority response.

Our matching system incorporates age verification signals and behavioral safety controls specifically designed to prevent minors from accessing the platform and to prevent any connection between adults and unverified users showing minor-age risk signals. We continuously refine these safeguards in response to emerging evasion techniques.

If you are a parent or legal guardian and believe a minor has created a Cici account, contact us immediately at service@cici.ink. We will investigate and, where confirmed, permanently delete the account and all associated data without delay.

All rights, title, and interest in the Service, including the Cici name, logo, application design, interface, software, RTC systems, matching algorithms, and all original content created by or for Cici, are owned by or licensed to Cici and protected by applicable intellectual property laws. Nothing in these Terms grants you any right to use Cici's trademarks, logos, or other proprietary marks without prior written consent.

If you submit ideas, suggestions, or feedback about the Service, you agree that Cici may use such feedback freely without obligation to you. You hereby assign to Cici all intellectual property rights in such feedback to the extent assignable under applicable law.

If you believe content on the Service infringes your copyright, please email service@cici.ink with subject line “Copyright Notice” including: identification of the protected work and the allegedly infringing material; your contact details; a good-faith belief statement; and a declaration of accuracy and authority. We will process valid notices in accordance with applicable law.

Subject to your full and continued compliance with these Terms, Cici grants you a personal, non-exclusive, non-transferable, revocable, limited license to install and use the Cici application on devices you own or control, solely for your personal, non-commercial use to access the Service as intended.

This license does not include any right to: sublicense, resell, or commercially exploit the Service; copy, modify, or create derivative works based on the Service; reverse engineer, decompile, or disassemble any part of the Service; access the Service by automated means including bots, scrapers, or similar tools; or circumvent any security, access control, or rights management feature of the Service.

All rights not expressly granted are reserved by Cici. Unauthorized use automatically terminates your license and may expose you to legal liability.

All in-app purchases are processed exclusively through Apple App Store or Google Play. Cici does not collect or store your payment card details. We receive only anonymized transaction confirmation data to activate your purchased entitlements.

Cici may offer virtual currency or coin systems for features such as extended call time, virtual gifts, or premium unlocks. Virtual currency: (a) has no monetary or cash value; (b) is non-transferable between accounts; (c) is non-refundable except as required by applicable law or app store platform policy; (d) may expire in accordance with terms disclosed at the point of purchase; and (e) may be forfeited upon account termination for cause.

Premium subscriptions auto-renew at the end of each billing period unless cancelled at least 24 hours before renewal through your App Store or Google Play account settings. You may manage and cancel subscriptions at any time through your platform account.

Except as required by applicable law or app store platform policies, all digital content sales and virtual currency purchases are final. Refund requests must be directed to the relevant app store platform. For exceptional circumstances, you may contact us at service@cici.ink, though Cici is not the billing party and refund authority rests with the applicable store.

Live video functionality relies on third-party RTC infrastructure providers. These providers process encrypted signaling and relay data as technical intermediaries under data processing agreements that prohibit independent use of your data. Their services are essential to delivering calls; by using video features, you acknowledge that call signaling passes through these providers' infrastructure.

The Service may contain links to external websites or services. Cici is not responsible for the content, privacy practices, or accuracy of any third-party site. Visiting external links is at your own risk and subject to those third parties' own terms and policies.

Your use of Cici downloaded from the Apple App Store is additionally subject to Apple's App Store Terms. Your use of Cici downloaded from Google Play is additionally subject to Google Play's Terms of Service. In any conflict, the applicable platform's terms prevail with respect to platform-specific matters.

In connection with your use of the Service, you agree not to:

• Display, transmit, or upload sexually explicit or nude content in any context
• Record, capture, or save any portion of another user's video or audio without their explicit prior consent
• Solicit, request, or pressure other users to transmit explicit content or personal information
• Use the platform to commit fraud, scams, or financial deception of any kind against other users
• Impersonate any person, business, or Cici representative
• Access or attempt to access systems, accounts, or data you are not authorized to access
• Reverse engineer, decompile, or tamper with the Service or its underlying technology
• Use bots, scripts, or automated tools to interact with the Service without prior written authorization
• Upload or transmit malware, viruses, or any other malicious code
• Harvest or compile user data or contact information without authorization
• Use the Service in violation of any applicable law or regulation
• Engage in any activity that disrupts or damages the Service or its infrastructure

You may not use the Service to develop competing products, systematically extract or resell Cici content, or conduct commercial activities beyond those expressly permitted by these Terms. In particular, you may not use video call or matching features to solicit users to external commercial services or platforms in a repetitive or disruptive manner.

Cici reserves the right, but not the obligation, to review, monitor, moderate, remove, or take action on any content or user behavior at any time and in its sole discretion, without prior notice. Moderation is conducted using automated systems and human reviewers, guided by these Terms and our Community Guidelines.

Cici operates real-time safety monitoring systems that analyze session metadata and behavioral signals (not call content) to detect indicators of prohibited conduct during matching and video sessions. These systems may interrupt sessions or flag accounts that exhibit prohibited behavior patterns, including but not limited to signals consistent with CSAE activity.

You may report another user during or after a call using the in-app reporting function. Reports are reviewed by our safety team. Submitting false or malicious reports to harm another user constitutes a violation of these Terms and may result in enforcement action against the reporting account.

Violations of these Terms may result in: a warning; temporary feature restrictions; temporary suspension; or permanent account termination. Severity of enforcement is calibrated to the nature and seriousness of the violation. For CSAE violations, sexually explicit content involving minors, or severe illegal conduct, immediate permanent termination and law enforcement referral will occur without prior warning or appeal.

For enforcement actions not involving CSAE or content illegal under applicable law, you may submit an appeal by emailing service@cici.ink with subject line “Enforcement Appeal,” providing the relevant details. We will review appeals in good faith and respond within a reasonable timeframe. Cici is not obligated to reverse enforcement decisions in all cases.

You may terminate your account at any time via Settings > Account > Delete Account or by emailing service@cici.ink. Termination does not entitle you to a refund of purchased virtual currency or subscription fees, except where required by applicable law.

We may suspend or permanently terminate your access at any time, with or without notice, if we determine you have violated these Terms, engaged in unlawful activity, or pose a risk to the safety or integrity of the platform or its users. We will provide notice where legally required and operationally feasible, except where urgent safety action is necessary.

Upon termination, your access to the Service ceases immediately. Publicly posted content may remain visible unless you request deletion. Provisions that by nature survive termination continue to apply, including Sections 7.2, 10, 14, 17, 18, 19, and 20.

THE SERVICE IS PROVIDED ON AN “AS IS” AND “AS AVAILABLE” BASIS WITHOUT WARRANTIES OF ANY KIND, EXPRESS OR IMPLIED. TO THE FULLEST EXTENT PERMITTED BY APPLICABLE LAW, CICI DISCLAIMS ALL WARRANTIES INCLUDING IMPLIED WARRANTIES OF MERCHANTABILITY, FITNESS FOR A PARTICULAR PURPOSE, TITLE, NON-INFRINGEMENT, AND ANY WARRANTY ARISING FROM COURSE OF DEALING OR USAGE OF TRADE.

CICI DOES NOT WARRANT THE IDENTITY, ACCURACY OF REPRESENTATIONS, CONDUCT, OR INTENTIONS OF OTHER USERS. YOU INTERACT WITH OTHER USERS ENTIRELY AT YOUR OWN RISK. CICI MAKES NO WARRANTY THAT THE MATCHING SYSTEM WILL PRODUCE COMPATIBLE, SAFE, OR DESIRABLE MATCHES.

CICI DOES NOT WARRANT THAT THE SERVICE WILL BE UNINTERRUPTED, ERROR-FREE, SECURE, OR FREE FROM HARMFUL COMPONENTS. WE DO NOT WARRANT THAT DEFECTS WILL BE CORRECTED OR THAT THE SERVICE WILL MEET YOUR REQUIREMENTS.

TO THE FULLEST EXTENT PERMITTED BY APPLICABLE LAW, IN NO EVENT SHALL CICI OR ANY OF ITS AFFILIATES, OFFICERS, DIRECTORS, EMPLOYEES, AGENTS, OR LICENSORS BE LIABLE FOR ANY INDIRECT, INCIDENTAL, SPECIAL, CONSEQUENTIAL, EXEMPLARY, OR PUNITIVE DAMAGES OF ANY KIND, INCLUDING LOSS OF PROFITS, DATA, GOODWILL, PERSONAL INJURY, OR PROPERTY DAMAGE, ARISING FROM YOUR USE OF OR INABILITY TO USE THE SERVICE OR FROM THE CONDUCT OF OTHER USERS, EVEN IF CICI HAS BEEN ADVISED OF THE POSSIBILITY OF SUCH DAMAGES.

Cici's total cumulative liability to you for all claims arising from these Terms or the Service shall not exceed the greater of: (a) the total amount you paid directly to Cici (excluding amounts paid to Apple or Google) in the twelve months preceding the claim; or (b) USD $50. Where applicable law does not permit certain exclusions or caps, Cici's liability is limited to the maximum extent permitted.

The limitations in this Section reflect a reasonable allocation of risk and form an essential element of the agreement between you and Cici. Cici would not provide the Service without these limitations.

You agree to indemnify, defend, and hold harmless Cici and its affiliates, officers, directors, employees, contractors, and agents from and against all claims, damages, losses, liabilities, costs, and expenses (including reasonable legal fees) arising from: (a) your use of the Service; (b) Your Content; (c) your breach of these Terms; (d) your violation of applicable law; (e) your infringement of any third-party right; or (f) any harm caused by you to another user through your use of the Service.

Cici reserves the right to assume exclusive control of any matter subject to your indemnification. You agree to cooperate fully and may not settle any claim imposing obligations on Cici without our prior written consent.

Before initiating formal proceedings, you agree to contact us at service@cici.ink and attempt to resolve the dispute informally. We will respond in good faith within 30 days. If not resolved within 60 days, either party may proceed to formal dispute resolution.

Except for small claims court matters and except where prohibited by applicable law, all disputes arising from these Terms or the Service shall be resolved by binding individual arbitration administered by a recognized arbitral institution in the jurisdiction of Cici's principal place of business. The arbitrator's decision shall be final and may be entered as a judgment in any court of competent jurisdiction.

YOU AND CICI EACH WAIVE THE RIGHT TO JURY TRIAL AND TO PARTICIPATE IN ANY CLASS ACTION LAWSUIT OR CLASS-WIDE ARBITRATION. All claims must be brought individually. If this waiver is found unenforceable for any claim, the arbitration provision in Section 20.2 shall not apply to that claim.

For users in jurisdictions where mandatory arbitration or class action waivers are unenforceable as a matter of law (including EU member states and the United Kingdom), these provisions shall not apply to the extent prohibited. Such users retain the right to bring disputes before courts of competent jurisdiction in their country of residence.

These Terms are governed by the laws of the jurisdiction in which Cici is incorporated, without regard to conflict of laws principles, except where mandatory consumer protection or data protection laws in your country of residence impose higher standards that cannot be contracted out of.

If you are a consumer in a jurisdiction with mandatory consumer protection legislation, your statutory rights are not limited by these Terms. In any conflict between these Terms and your mandatory statutory rights, your statutory rights prevail to the extent of the conflict.

We may add, modify, or discontinue features at any time. We will provide reasonable advance notice of material changes where practicable. If a premium feature you have purchased is discontinued, we will make commercially reasonable efforts to offer an alternative of equivalent value or a proportional credit.

We may revise these Terms from time to time. Material changes will be communicated at least 14 days before taking effect via in-app notice, push notification, and/or email to your registered address. Non-material clarifications may be updated without advance notice.

Your continued use of the Service after the effective date of any revised Terms constitutes acceptance of those changes. If you do not accept revised Terms, you must stop using the Service and may delete your account before the changes take effect.

These Terms, together with our Privacy Policy and Community Guidelines, constitute the entire agreement between you and Cici regarding the Service and supersede all prior understandings or agreements on the same subject matter.

If any provision is found invalid or unenforceable, it shall be modified to the minimum extent necessary to make it enforceable, or severed if modification is not possible. All remaining provisions continue in full effect.

Our failure to enforce any right or provision shall not constitute a waiver. Any waiver must be in writing and signed by an authorized Cici representative.

You may not assign these Terms without our prior written consent. Cici may assign these Terms in connection with a merger, acquisition, or asset sale, with notice to affected users.

Cici shall not be liable for delays or failures in performance resulting from events beyond our reasonable control, including natural disasters, acts of government, infrastructure failures, cyberattacks, or pandemics. We will endeavor to notify users and restore service as quickly as reasonably practicable.

We aim to acknowledge inquiries within 5 business days and provide a substantive response within 30 days.

Formal legal notices must be submitted to service@cici.ink with subject “Legal Notice.” Notices become effective upon our written acknowledgment.

To report suspected CSAE or child safety concerns, use the in-app “Report” function or email service@cici.ink immediately with subject “CSAE Report.” These reports are our absolute highest-priority safety matter and will be actioned without delay.
